Oak Grove

This new affordable housing development represents a joint venture partnership between Sound Communities and Heritage Housing, Inc. of Norwalk. 

Property Details

Oak Grove is a 69-unit affordable and mixed-income housing development with a 4,500-square-foot community center that will feature on-site property management offices, fitness center, and a Learning Center for K-5th grade students. In addition, there will be six EV charging stations that are solar run and a wetlands area in the complex's walking trail.

The development is located approximately one mile west of the US-7 and I-95 interchange in Norwalk, within walking distance of numerous businesses along Connecticut Ave. 

Mixed Affordability

Oak Grove offers housing at various income levels to encourage a socioeconomically diverse community. 

  • 18 units will be restricted to 30% of Area Median Income (AMI)
  • 17 units to 50% AMI
  • 17 units to 60% AMI
  • 17 units to 80% AMI

The project will leverage 18 project-based Section 8 housing vouchers issued by the Norwalk Housing Authority. There will also be 7 units set-aside for families who were formerly homeless.

Learning Center

The new Learning Center will host after-school and all-day summer programs offered by the Norwalk Housing Authority to K-5th grade students living at Oak Grove at no cost. 

Community Benefit

The proposed Oak Grove project will promote equitable economic outcomes through the dual components of affordable housing and after-school programming. By adding 69 new affordable apartments to a central location in Norwalk, families with low incomes will become more financially stable. Further, after-school programs help improve academic success and graduation rates.

Opening Date

Oak Grove is scheduled to open in January 2026. The property will be managed by Westmount Management.
